Why the Government should drop the net migration target

This morning’s migration quarterly figures from the Office for National Statistics indicate that the net migration has remained fairly steady at the 250,000 mark in the 12 months up to June 2011. The failure to bring about a significant downward shift in these numbers suggests that there is less and less scope for the Government to hit their target of reducing net migration to “tens of thousands”by 2015.

While the immigration minister might think that "reforms are starting to take effect” it is difficult to see this reflected in the net migration numbers. These figures are proving extremely resilient to any drop. The principal reason is that the emigration number – people leaving the country - is running low. In fact emigration has declined from a peak of 427,000 in 2008 to 336,000 in 2011, while the number of people coming into the country stayed roughly the same.

A couple of other things might make it to the tabloid headlines. Firstly on the issue of the 11% increase in National Insurance numbers (NINos) allocated to non-UK nationals. The figure seems to give evidence that the expansion of part-time casual job market produces a bias which favours the employment of relatively vulnerable groups of workers which are mainly excluded from the security of the welfare system. National Insurance numbers (NINos) are compulsory for people wishing to work in the UK, whether short-term or long-term and give a good indication of the uptake of work by foreign nationals. In this case this would hint at the fact that the employers are keen to take on flexible workforce, mostly formed from recently arrived migrants who have no choice but to quickly slot into whatever work is on offer.

Another thing has made it into first media reports and has the potential to grab some extra headlines in the future, namely the number of new Commonwealth immigrants coming to the UK, which hit 170,000 (around 29% of all migrants in the year to June 2011). This is now the highest recorded estimate and might tempt people to start panicking. But with two thirds coming to the UK to study this doesn’t need a serious reduction and shows part of a success of the growth in the higher education export industry. Overall this is yet another serious challenge to the Government and their willingness to measure their success based on the fluctuation of the net migration figure. If that remains the case the media reporting and public opinion will remain concerned and grim. If the Government decides to discuss other things, such as the success of the higher education sector, contribution of migrants to public services, etc. then migration just might become a part of a strategy leading to the economic recovery.

The Coalition Govts immigration policy was completely flawed from the start. It was a badly thought out knee jerk reaction which was more damaging to the UK than being effective.
The fact that the UKBA suspeded border checks allowing 500,000 people to enter the UK from Europe without checks was a gross dereliction of duty to the UKs security.

Today SKY news reported Indian Illegal immigrants living under a fly-over in Southall in disgraceful unhygenic conditions who came into the UK after paying 'traffickers' to get them in.
How was it these Indian illegals got past the UKBA in the first place? Who runs the UKBA!
Immigration Minister Damian Green and Home Secretary Theresa May are in charge and they both have failed and shown how incompetent they both are!
Its no good splitting the UKBA now they have both had nearly two years in office and they have
failed!
Another UKBA / Home Office failure is the report by Roland Schilling UNHCR's representative to the UK who reports that the UKs asylum procedure is too fast and not fair and fails genuine asylum seekers who are in danger of being tortured or killed.
The Home Secretaries policy is to discriminate against what she believed was easy targets which is NON EU nationals and introduce divisive ineffective regulations that had failed completely. In fact the UKs immigration problems are NOT from NON EU nationals who are law abiding self sufficient and respectable and keeping them out has denied the UK financial benefits.
Mays policy is discriminatory and racist and in breach of UK law which is why she has never sort Parliamentary approval for her regulations which the Judiciary have asked her to do!

Fear not, the UKBA restructuring will solve all their problems :)

BTW how on earth do they measure net migration since there are no exit border controls, i.e. it is not possible to say whether the immigrant/emigrant actually left the country?

The numbers are primarily based on the International Passenger Survey (IPS). Here is some background info on how they measure this

Migration Observatory did a good research paper on issues regarding available migration data, which further highlights the difficulty of focusing public debate and policy making solely on net migration figure.

Which all goes to show its just a 'smoke and mirrors put up Govt job' to justify an unthought out divisive policy by Politicians playing to public ignorance for future votes which is motivated by the popular press in order to gain bigger circulation.
The Govt tries to gain public approval and hide the reality by targeting NON EU nationals for selective and discriminatory treatment all of which is illegal under UK Law!
Cameron is now playing to the racism in football. Yet his and May's policy is blatant racism!
Cameron likes to spout about democracy when in fact he is operating a total hypocracy!
Cameron preaches democracy to the world when in fact his Govt policies are blatantly racist!

European Citizen they only consider the numbers / statistics that suit their purposes. The Govt for instance claimed that immigration affected British jobs.
But the National Inst. of Economic and Social Research said it found no link between migrant inflows and the overall level of those claiming job seekers allowance.
The Govt uses Migration Watch figures which suits their argument but which the NIESR proved were wrong.
Remember PM Cameron is a 'public relations man turned politician' who admires Tony Blair! Blair the PM who told the UK that Sadam had WMDs which were never found!
Cameron is an ex public school £Millionaire who tries to tell us 'he is one of us and we are all in this together'. His Ministers also are nearly all ex public school £Millionaires as well.
Cameron who wants to push NHS reform thro without considering the objections of GPs Doctors Nurses Health Professionals and keeps out anyone who objects to his policies.
This is Camerons democracy which I repeat is only blatant hypocracy!
